Because they really screwed that up, he will be in the next Transformers movie. Atleast it is all rumored right now.

Soundwave was cool, but couldn’t save that movie- I hear they are “working” to get him into the sequels. Soundwave was excellent on a “Family Guy” cameo- check YouTube for it.
