Not in this movie because director Michael Bay did not want to have any size changing robots in this movie, and he also fealt that he could not use a tape player in a movie now.

2006 script reviews named Soundwave as a spying boombox on Air Force One, able to transform into a small robot, but eventually, this character was amended to being Frenzy, with Don Murphy stating that Soundwave will be reserved for a future movie, until they can “do him right.”
This is also why Megatron was changed to be an Air Plane.
As for the Autobots, they were all changed because of a license deal with Chevy.
