Beaches are free. You would need a qualified celebrant or a minister to marry you.

Here in Victoria you need to let the local council know of your intention to marry on the beach. I think they may have a small fee to do so but not 100 percent sure but i’d certainly give your local council a call and find out for sure. If it is free then you’re laughin!!
    Goodluck and congrats

Well it is free to actually use the beach, although it is a good idea to clear it with the local council. Especially if parking is an issue for your guests. But if it is just a few of you guys, then dont worry.
You will need a celebrant to perform the ceremony, which will be between $200-$500 AUD. You need to lodge an intention to marry form with the registry of births deaths and marriages, and that needs to be lodged 1 month before the big day. And you will need two witnesses over 18.
    That is all really.
