I assume that what you mean is something like a ‘Visa Debit’ – a Visa card that only draws on money that you actually have (a debit account), rather than money that you are effectively borrowing from the bank (credit account).
To get one, you’ll need a bank account at any of the banks: if you don’t already have one, you’ll need to take them 100 points of proof of ID. That’s generally a passport/birth certificate, any bills that are in your name, or a few other official documents.
Then you need to apply with the bank for the card.
